Slow progress on modernisation programme in public sector

Pay bargaining systems in the public sector are in the process of being modernised . But progress has been slow, writes Alastair Hatchett of Incomes Data Services in the latest edition of People Management.

As Hatchett points out, these new pay systems will, of course, require a cash injection. So, the burning question is will the government stump up the money? After years of parsimony, could we see a policy of more generous awards that we might call 'prudence with a smile'? asks Hatchett.

The background: changes to public sector pay

  • Planned reforms for civil servants include team-based incentives and more rapid salary progression.

  • In local government, attempts are being made to implement a single, national pay spine which will deal with pressing equal pay issues.

  • A controversial new shake-up of classroom teachers’ pay in England and Wales will for the first time introduce performance thresholds.

  • At the heart of the changes in the NHS is the introduction of three national spines to cover all health service staff, underpinned by a single job evaluation scheme.
