Home Secretary backs overhaul of police pay and conditions

Theresa May, the Home Secretary, has endorsed a major revamp of police pay and conditions in England and Wales, including a £4,000 cut in starting pay for new constables.

In a written ministerial statement to the House of Commons on 15 January 2013, May accepted the Police Arbitration Tribunal’s ruling on the recommendations of a review of police pay and conditions undertaken by Tom Winsor.

As part of the package, from April 2013:

  • Starting salaries will be cut by up to £4,259, taking the starting salary down to £19,000 for constables with no police experience.
  • Officers can now reach the top rate of pay (£36,000) three years earlier than under the current arrangements.
  • Chief constables will have discretion to vary regional allowances.
  • The competence-related threshold will be phased out over the next three years.
